When the following conditions are met on a cold engine, the engine-ECU turns ON the PTC
heater relay to actuate the PTC heater. PTC heater relay ON conditions:
12 seconds have elapsed after the engine started.
Engine coolant temperature: 80 °C or less
PTC heater signal: ON (Heater temperature setting: Maximum, Blower fan: ON)
